Customer Self Service (CSS)
In January 2020, the Department of Planning implemented paperless applications with EnerGov, an information management system developed by Tyler Technologies.
The Customer Self Service (CSS) is an online self-service portal, offering a convenient way to submit applications, schedule inspections and view documentation. The CSS provides online tools for effective communication throughout the application process.

How do I register a CSS Account?

I'm using an Agent. Why do I need to register a CSS account?
It is the Department’s mandate to ensure that you, the Applicant, are kept properly informed throughout your application process. By registering your CSS account, you provide the Department with your correct contact details. Your Agent can do the work while you retain access to your application details through your own account.
What can I do with the CSS?
- Search for existing Planning and Permit applications
- View details and documentation regarding existing Planning Applications
- Apply for Planning Permission and Building Permits
- Explore the map to see what is happening in your neighbourhood
- Request an Inspection
- Print permits and invoices
How do I find my drawings, documents or attachments?
Available drawings and documents attached to a Planning or Permit application can be found in the “Attachments” section of that application. Use the Search function to find the application, select the matching Plan Number and then open “Attachments”.
Why don't I see my application in “My Work”?
The default “My Work” filter only shows applications updated in the last 120 days. If there has been no recent activity, adjust the display filters or use the main CSS Search feature. While signed in, you will retain access to information associated with your account.

How do I change the email address of my CSS account?
Register a new CSS account using your new email address, then email csshelp@gov.bm and ask to have your previous account merged with the new account. Include the email address of the previous account.
