Certificate of Completion and Occupancy Requests

For any Permits issued after May 4th, 2026, your Certificate of Completion and Occupancy requests can be submitted online, directly via your CSS account. 

For previously issued Permits, we will still accept certificate requests using the form included in the Permit documents you received when the Permit was issued. 

However, as of September 1st, 2026 we will stop accepting those request forms and all requests for certificates must be submitted via the CSS. 

A Certificate of Completion and Occupancy must be issued before a development can be brought into operation.  

How to Submit a Request

 1. Log into your Customer Self Service (CSS) account

2. Use the Permit Reference number (eg. ‘B0001-26’) to search for your Permit

OR

Find the permit on your ‘My Work’ page.

3. Open the Permit and click on Sub-Records 

4. Find the option to Apply for a Partial or a Final Certificate.

5. Follow instructions provided to complete the request.

A Partial Certificate request will incur a fee of $50, in accordance with Government Fees Amendment Regulations 2018. 
An invoice will be sent to you shortly after you have submitted your Partial Certificate request. 

If you do not receive that invoice, please contact us at planningfrontdesk@gov.bm. 

There is NO FEE for a Final Certificate request.

Letters of objection and/or representation should be emailed to planningfrontdesk@gov.bm referencing the PLAN or SUB number in the subject line.
